ITT Community Development Corporation
Mr. Cuff moved to Flagler County in 1983 to serve in the legal department of ITT Community Development Corporation, the original developer of Palm Coast. In his 17 years with ITT, he rose from staff attorney to assistant general counsel and, finally, general counsel for the last four years of his tenure there. During his time with ITT Community Development Corporation, he was intimately involved in the original development of the community and addressed issues related to transactions and litigation involving land development, residential and commercial real estate construction, sales and leasing and provided legal supervision of their interstate marketing program and outside litigation services.
His experience with ITT prepared him well for his service to the Palm Coast and Flagler County area and gave him a deep understanding of local needs and institutions. ITT Community Development Corporation was responsible for the original plan of what is now the City of Palm Coast. The Palm Coast development included 48,000 home sites, multi-family housing projects, the Hammock Dunes and Matanzas Shores communities and business/shopping centers in what is now the core of the City of Palm Coast.
Before coming to Flagler County, Mr. Cuff practiced in Dade and Broward Counties in south Florida. His work in south Florida included private practice with the law firm of Howard Brawner & Lovett in downtown Miami and representation of city governments in Hollywood and Hallandale, Florida, where he worked as an Assistant City Attorney and Prosecutor (Hollywood) and as an Assistant City Attorney and Acting City Attorney for Hallandale.
